The
bill also provides certain substantive rights to consumers
under rental purchase agreements
Senator
Mary Landrieu (D-LA), a
supporter of consumer focused rent to own legislation,
has introduced the
Consumer Rental Purchase Agreement Act of 2005
(S603 or The Act). S603 has been referred to Senate committee committee on
Banking, Housing, and Urban Affairs.
No hearing date has been set.
Like S884, introduced by Landrieu in the 108th Congress (see
story),
S603 would amend the Consumer Credit Protection Act to assure
meaningful disclosures of the terms of rental-purchase
agreements, including disclosures of all costs. The bill also
provides certain substantive rights to consumers under rental
purchase agreements, and clearly defines rent to own as a lease.
S603 is widely supported by the RTO industry as a win-win for
business and consumers. Previous versions of The Act have
enjoyed bipartisan support in both Houses of Congress.
