The rent to
own (RTO) industry was an early adopter of digital TV. Most RTO
companies transitioned to digital TV years ago. Since
rental-purchase agreements specify that the rent to own company
is responsible for service, consumers are also protected by the
very nature of the agreement.
Congressman John D. Dingell (D-MI),
Chairman of the House Committee on Energy and Commerce, believes
government and the consumer electronics industry have
underestimated the impact on consumers of the approaching
mandatory transition from analog to digital TV. Dingell said in
a statement this week, "There has been too little appreciation
for the task of properly informing and equipping American
households. It is the responsibility of the FCC to inform all
Americans about the transition, and to coordinate the technical
steps required to usher in full digital broadcasting."
The transition from analog to digital broadcasting in the United
States is scheduled for completion on February 17, 2009.
Following that date, consumers will require a digital-to-analog
converter box in order to continue receiving free, broadcast
programming via over-the-air reception on their analog TV sets.
Dingell said, "I suspect few consumers know that they will need
to purchase new equipment to keep their analog televisions
working. We must reach all Americans with accurate information
about the transition date and the coupon program."
The law mandating digital transition established a first-come,
first-served $1.5 billion government funded converter box coupon
program for those unable to purchase or rent a digital TV. But
Dingell fears the program is under funded. He said, "When that
[coupon] money runs out, many households, including those
dependent upon free over-the-air television every day for their
local news, weather, and emergency alerts, may be left with a
blank screen."
