HR1701, the Rental Purchase Agreement Act took another step towards a full
house vote. On Thursday, the House Judiciary Committee voted 14-12 to send
the bill to the floor.
While this milestone is a welcome development, getting 14 yeas on a committee
with 21 Republicans is hardly a ringing endorsement and may signal a tough fight
on purely partisan grounds ahead.
Out of a total committee membership of 37, 24 either voted No or Abstained. 7
Republicans were among those with 'no vote'.

HR1701 was at a disadvantage before the hearing began.
The committee is chaired by Jim Sensenbrenner
(R-WI) who opposes HR1701. Mr. Sensenbrenner's official position is that
HR1701 interferes with States rights. This is odd, since his own state has
declined to pass Rent to Own legislation protecting consumers and businesses.
Wisconsin is one of only 3 states that do not have meaningful RTO legislation.
(Mr. Green R-WI also voted No).
