Oregon Republican Greg Walden was
one of only 43 House Republicans to vote NO on the
Consumer Rental Purchase Agreement Act (HR1701) in 2002. He will
not only vote YES on this sessions version of the bill
(HR996), but he has agreed to become a co-sponsor. Why the
flip-flop?
According to a spokesman for Rep. Walden, "Since last years
vote, Congressman Walden had an opportunity to speak with a
number of his constituents to address the reservations he
previously held about this bill and convinced him of the merits
of the legislation."
Congressman Walden's office could not offer specifics by press
time about the misgivings he previously held, but pre-emption
was the likely culprit. The few Republicans who voted NO on
HR1701 cited preemption of state law as their primary concern.
The addition of Rep. Walden brings the total House co-sponsor count to 78.
HR1701, last years version of the Act, passed the House in
2002 with 83 co-sponsors. The bills main
sponsor is
Rep. Walter
Jones (R -NC).

Rep. Walden is in his third term and serves on the
Energy
and Commerce and
Resources committees. Prior to being elected to the US House
of Representatives in 1998 with 72% of the vote, Mr. Walden
served in the Oregon House of Representatives from 1989-95 and
the Oregon Senate from 1995-96.

Financial Institutions and Consumer Credit on 3/14/2003. A
hearing has not yet been scheduled.
