North Carolina Democrat Blue Dog Democrat Mike McIntyre (NC-7) has cosponsored the House version of the Consumer Rental Purchase Agreement Act of 2007 (H.R. 1767). The addition of McIntyre brings the total number of US Representatives in the 110th Congress supporting federal legislation regulating the rent to own industry to 59.

The Senate version of Consumer Rental-Purchase Agreement Act of 2007 has 19 cosponsors, the latest being Maria Cantwell (WA) in September. Senator Chuck Schumer's anti-industry bill introduced in May, the Rent-To-Own Reform Act of 2007, has no cosponsors.

There are 47 conservative and moderate Democrats in the Blue Dog Coalition. Taken from the South's longtime description of a party loyalist as one who would vote for a yellow dog if it were on the ballot as a Democrat, the "Blue Dog" moniker was taken by members of The Coalition because their moderate-to-conservative-views had been "choked blue" by their party in the years leading up to the 1994 election.

The Coalition was formed in the 104th Congress as a policy-oriented group to give moderate and conservative Democrats in the House of Representatives a common sense, bridge-building voice within the institution.

Mike McIntyre was first elected to represent North Carolina's Seventh Congressional District in the U.S. House of Representatives in 1996. He is now serving in his 6th term. In 2007 he won the National Leadership Award given by the National Association of Development Organizations "for his outstanding commitment and support of federal regional economic and community development programs."

There have been 19 bills introduced since 1993 that would regulate the rent to own industry at the federal level. None have passed both houses of Congress (See Rent to Own Legislation 1993 to present).
