The addition of Holden brings the total number of US Representatives in the 110th Congress supporting federal legislation regulating the rent to own industry to 62.

Eight term Democratic Representative Tim Holden (PA-17) has cosponsored the House version of the Consumer Rental Purchase Agreement Act of 2007 (H.R. 1767). Holden is the first of Pennsylvania's 19 Representatives to sponsor the Act that protects consumers and industry.

Holden has been a supporter of The Act for many years, voting in favor of the bill (HR 1701) when it passed the House in September, 2002 (archives; see story with audio of the vote, vote breakdown by party and name).

The addition of Holden brings the total number of US Representatives in the 110th Congress supporting federal legislation regulating the rent to own industry to 62.

Congressman Holden has served Pennsylvania's 17th congressional district since 1992. The 17th District is comprised of Schuylkill, Dauphin and Lebanon Counties, as well as part of Perry and Berks Counties. He was re-elected to an eighth term in November 2006.

Holden was recently appointed Vice Chairman of the House Agriculture committee in the 110th Congress. He was also selected to serve as the Chairman of the Agriculture Committee’s Subcommittee on Conservation, Credit, Energy, and Research, and continues to serve on the Livestock, Dairy, and Poultry Subcommittee. In the 105th Congress, Holden was appointed to the Transportation and Infrastructure Committee and serves on the Transportation Subcommittees on Highways and Transit and Aviation.

The Senate version of Consumer Rental-Purchase Agreement Act of 2007 has 21 cosponsors, the latest being Nebraska senior Senator Chuck Hagel (R) in November (see story). Senator Chuck Schumer's anti-industry bill introduced in May, the Rent-To-Own Reform Act of 2007, has no cosponsors.

There have been 19 bills introduced since 1993 that would regulate the rent to own industry at the federal level. None have passed both houses of Congress (See Rent to Own Legislation 1993 to present).
