Hagel is the 7th member of the
Banking,
Housing, and Urban Affairs Committee to cosponsor S884. The bill was referred to the
21 member Banking Committee,
chaired by co-sponsor Richard Shelby (R-AL), on April 10.
Lott, who stepped down as incoming Majority Leader in December
after commenting that the US would have been better off had
Strom Thurmond been elected President in 1948, chairs the
powerful Rules Committee. In a nutshell, the Rules Committee
controls the flow of legislation through the Senate. The
committee will hear testimony on June 17th regarding HR151, a
bill that would require public disclosure of "Holds".
Currently, any Senator, for any reason (or for none at all) can
place a 'Hold' on any legislation pending in the Senate. Barring
leaks, 'Holds' are anonymous. They are also considered, as one
staffer put it, "bad manners". Should HR151 become law, Senators
opposing The Consumer Rental Purchase Agreement Act will be
unlikely to place a Hold on S884.
